The Institute began its academic activities on January 1, 2007, training specialists for the State Service of Special Communications and Information Protection of Ukraine, as well as for other central executive authorities, military units and law enforcement agencies. However, the origins of the Institute date back to July 1969, when a relevant educational methodology committee was established within Department № 10 of the Kalinin Kyiv Higher Military Engineering School of Communications (hereinafter – KVVIUZ), and the training of engineering personnel for the government communications system began upon the request of the former KGB of the USSR.
In 1972, the first graduation of engineer lieutenants, who were trained for the operation and repair of cryptographic protection of government communications by this educational methodology committee, took place at the KVVIUZ. During its existence (more than 20 years), Department № 10 of the KVVIUZ and its educational methodology committee on governmental communications technology made a significant contribution to the methodology of teaching special technical disciplines in the field of cryptographic and technical information security. Furthermore, they laid the foundations for training specialists with completed higher education in the field of special information and telecommunication systems and information security in Ukraine.

In recognition of the major contribution of Department № 10 to the training of specialists in government communications and information security, in August 1992, when the KVVIUZ was reformed into the Kyiv Military Institute of Management and Communications (hereinafter – KVIUZ), Faculty № 6 of the KVIUZ was established on the basis of Department № 10 and cadet units of Faculty № 2 of the KVIUZ, which entered its almost 10-year history under the main name of "Information Security", although for some time it was called "Special Communications", and from September 1 to December 31, 2001 – "Training of Specialists for the Security Service of Ukraine". The Faculty of Information Security of the KVIUZ consisted of cadet units, an educational unit and three departments. Although the faculty was subordinated to the Ministry of Defense of Ukraine, its cadet units were formed in such a way that in each year of study, more than 70% of the cadets were trained by order of the Security Service of Ukraine (hereinafter – SSU) and the remainder were trained for other military formations and state law enforcement agencies.
The training of officers at the faculty was initially carried out in the specialty 7.092405 “Information Protection in Telecommunication Systems” within the field of study “Telecommunications”, and since 1998 — in the specialty 7.092482 “Information Security in Special Information Systems.” These academic programs fully met the requirements of the ordering authority — at that time, the Main Department of Government Communications of the Security Service of Ukraine — for the training of specialists for Ukraine’s state system of government communications. They also inherited the traditions of the former educational methodology committee on government communications technology of Department № 10 of the KVVIUZ.
For almost 10 years of its existence, the Faculty of Information Security of the KVIUZ trained more than 500 officers for the Security Service of Ukraine, who gained knowledge in protecting state information resources in data transmission networks, in cryptographic and technical information protection and providing government officials with secure communications.

During this time, the faculty also trained hundreds of specialists in cryptographic and technical information protection for other military formations of Ukraine. By the Resolution of the Cabinet of Ministers of Ukraine of March 22, 2001, № 269, with the aim of further improving the training of officers for the SSU, simultaneously with the establishment of the Military Institute of Telecommunications and Information Technologies (hereinafter – MITIT) of the National Technical University of Ukraine "Kyiv Polytechnic Institute", it was decided to create a special faculty of the SSU within it, which was subordinated to the Department of Special Telecommunication Systems and Information Protection of the SSU, which provided its financial, technical and other forms of support.
In June 2001, a Joint Order of the Ministry of Education and Science of Ukraine, the Ministry of Defense of Ukraine and the Security Service of Ukraine № 421/164/145 determined that the SSU Special Faculty was to be established as part of the MITIT on the basis of the Information Security Faculty of the KVIUZ. On January 1, 2002, the SSU Special Faculty began its educational activities.

On March 1, 2003, by order of the Head of the Security Service of Ukraine, the SSU Special Faculty was awarded the Service Flag as a symbol of a separate educational unit of the Service for its achievements in training personnel for the SSU. Five special departments, a research and development laboratory, a training department, other departments and services were created within it, which allowed it to provide the educational process and the training of highly qualified SSU officers, who were to be socially mature, morally and physically fit, and responsible for the destiny of society and the state, independently of the MITIT.

During its 5 years of existence, the SSU Special Faculty has trained hundreds of young officers who have ensured the information security of the state at a high professional level in the units of the Security Service of Ukraine and the Foreign Intelligence Service of Ukraine. On January 1, 2007, due to the creation of the central executive body – the State Service of Special Communications and Information Protection of Ukraine – on the basis of the liquidated Department of Special Telecommunication Systems and Information Protection of the SSU and in accordance with the Resolution of the Cabinet of Ministers of Ukraine of December 27, 2006, № 658-р, an educational institution of the State Service of Special Communications and Information Protection – the Institute of Special Communications and Information Protection of the National Technical University of Ukraine "Kyiv Polytechnic Institute" was established on the basis of the special faculty of the SSU. The specifics of the Institute's functioning as part of the National Technical University of Ukraine "Kyiv Polytechnic Institute" were defined in the Joint Order of the State Service of Special Communications and Information Protection of Ukraine and the Ministry of Education and Science of Ukraine of March 20, 2007, № 31/217 – the Institute is subordinated to the Rector of Kyiv Polytechnic Institute regarding the organization of educational activities, while the Institute's personnel are subordinated to the Administration of State Service of Special Communications and Information Protection regarding matters of service, logistical, financial and medical support.

In 2016, in accordance with the Order № 992 of the Ministry of Education and Science of Ukraine of August 17, 2016 "On Naming the National Technical University of Ukraine "Kyiv Polytechnic Institute", the National Technical University of Ukraine "Kyiv Polytechnic Institute" was renamed in honor of the outstanding aircraft designer of the twentieth century, Igor Sikorsky. Subsequently, in accordance with Order № 601 of the Administration of the State Service of Special Communications and Information Protection of Ukraine of September 29, 2016 “On Approval of the Charter of the Institute of Special Communications and Information Protection of the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute", the Institute of Special Communications and Information Protection, as a military educational unit of the University, was also renamed. The official name of the institution is now the Institute of Special Communications and Information Protection of the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute".
